The specific programme for nuclear research and training activities in the fields of Fusion Energy, Nuclear Fission and Radiation Protection under the Seventh Euratom Framework Programme, hereinafter the ‘specific programme’, is hereby adopted for the period from 1 January 2007 to 31 December 2011.
  6. The major research and development themes involving the use of the HFR include: the improvement of safety of existing nuclear reactors; health, including the development of medical isotopes to answer the questions of medical research, and the testing of medical therapeutic techniques; fusion; fundamental research and training; and, waste management, including the possibility of developing nuclear fuels through the elimination of weapons-grade plutonium.
  7. The Framework Programme is structured in two types of activities: (i) indirect actions in fusion energy research and research on nuclear fission and radiation protection, and (ii) direct actions for activities of the Joint Research Centre in the field of nuclear energy.
  8. Given the continued need for the HFR as an irreplaceable infrastructure for Community research in the fields of improvement of safety of existing nuclear reactors, of health including the development of medical isotopes to answer questions of medical research, of nuclear fusion, of fundamental research and of training and waste management including the possibility to study the safety behaviour of nuclear fuels for the new generation of reactor systems, its operation should continue under this supplementary research programme until 2011.
  9. Each Party shall coordinate its activities under this Agreement as appropriate, with other international activities related to research and development in the field of controlled nuclear fusion in which the other Party is a participant, in order to minimise duplication of effort.
  10. Any third country which concludes a cooperation agreement with Euratom in the field of controlled nuclear fusion that associates its respective research programmes with the Euratom programmes and expresses its wish to become a Member of the Joint Undertaking shall become a Member.
  11. After consultation of the consultative committee for the fusion programme referred to in Article 7(2) of the specific programme implementing the seventh framework programme (2007 to 2011) of the European Atomic Energy Community (Euratom) for nuclear research and training activities, the Commission may finance:(a) within the framework of the Contracts of Association at a rate not exceeding 40 %: expenditure of specific cooperative projects between the Associates which have been recommended for priority support by the consultative committee and approved by the Commission; priority support will concentrate on actions of relevance to the ITER/DEMO, except in the case of projects which have already been awarded priority status during earlier framework programmes;
